This is a time exposure taken at twilight with only the light reflected from the sky and clouds.

You can see the Chaco Wash in the background, the visitor center is  about 6 miles  distant.

Penasco Blanco has never been excavated, the tops of the walls have been stabilized  with cement to preserve them.
